Instructions

- Mix the cake batter: In a medium bowl, combine flour, granulated sugar, cocoa powder, baking powder, and salt. Add milk, melted butter, and vanilla extract; stir until smooth. Pour into the baking dish and spread evenly.
- Prepare the topping: In a separate bowl, mix brown sugar and cocoa powder. Sprinkle over the batter.
- Add hot water: Carefully pour hot water over the mixture without stirring.
