Sauce

- 1/2 teaspoon black pepper
- 1/2 teaspoon garlic powder

- 1 1/2 cups grated Parmesan cheese

Instructions
- Cook Pasta: Boil a large pot of salted water and cook the elbow macaroni according to package directions until al dente. Drain the pasta and set it aside.
- Sauté Garlic: In the same pot, melt the unsalted butter over medium heat. Add the minced garlic and sauté for 1 to 2 minutes until fragrant, taking care not to brown it.
- Make Roux: Whisk in the all-purpose flour and cook for about 1 minute to eliminate the raw flour taste and form a roux.
- Add Dairy: Slowly pour in the whole milk and heavy cream while whisking constantly to ensure a smooth sauce without lumps.
