Ingredients

Instructions
- Make the scalloped potatoes: Preheat oven to 375°F (190°C) and grease a 9×13-inch baking dish. In a saucepan over medium heat, melt butter and whisk in flour to create a roux. Cook for 1–2 minutes, then slowly whisk in whole milk and heavy cream. Continue whisking constantly until the mixture thickens, about 3–5 minutes. Stir in shredded cheddar, grated Parmesan, garlic powder, onion powder, salt, and pepper until the cheese melts and the sauce is smooth. Remove from heat. Layer half of the sliced potatoes in the prepared baking dish and pour over half the cheese sauce. Repeat layering with the remaining potatoes and cheese sauce. Cover the dish with foil and bake for 30 minutes.
- Prepare the beef chops: While the potatoes bake, rub the beef chops evenly with olive oil, minced garlic, grated Parmesan cheese, dried Italian seasoning, salt, and pepper. Heat a grill pan or skillet over medium-high heat and sear the beef chops for 3–4 minutes on each side until nicely browned. Transfer the seared chops onto a baking sheet.
- Combine and finish baking: After the first 30 minutes of baking the potatoes, carefully remove the foil. Place the seared beef chops on top of the potatoes in the baking dish. Return the dish to the oven and bake uncovered for an additional 20–25 minutes, or until the potatoes are tender and the beef reaches the desired doneness (145°F for medium-rare). Remove from oven and let rest for 5 minutes before serving.
